Issues regarding referrals

• WfD staff at OSCC often do not know what ABE/ESOL exist in the community
• ABE/ESOL learners are overwhelmed by literacy challenges inherent in entering WfD system
• OSCC's have no incentive to work with hard-to-employ customers, as they are only rewarded for customers who can make employment gains

Issues regarding culture

• Each side comes with their own stereotypes of the other
  • Education people are earthy crunchy and not really cognizant of real world problems
  • WfD people are funneling workers into unsustainable jobs
  • Education people believe that 'education for education's sake' as a guiding principle is good enough
