1. The population of ABE/ESOL learners overlaps significantly with the population of workers using the WfD system.
- learners often work at lowest skill jobs and are seeking to progress to better paying or different jobs
- learners are unemployed and seeking employment
2. ABE/ESOL programs collaborate with WfD partners:
- local One Stop Career Centers (OSCC)
- Workforce Investment Boards
- community colleges
- Vocational Rehabilitation departments/divisions in state and local governments
3. ABE/ESOL programs have representatives working within WfD programs. For example, a teacher may work part time in an OSCC to refer customers to ABE/ESOL programs; an ABE/ESOL program director may be a board member on their local WIB
4. ABE/ESOL programs incorporate employment readiness curriculum or lessons
5. OSCC's conduct ABE/ESOL assessments and may hold classes
