Literacy usually means learning to read and write in any given language. Biliteracy, then, means the same but for two languages. But I think too the definition should include fluency, or the ability to speak a language. Research and practice have demonstrated that a biliterate or 'bilingual' approach to beginning adult ESL classes can be more effective and therefore more successful than English Only (EO) classes. Yet biliterate classes are still considered “controversial” and in some cases are not allowed. This Wiki is a contribution to the discussion.
