The following discussion focuses on the report by the National Academy of Sciences National Research Council who, in response to the U.S. Department of Education, formed the Committee on Performance Levels for Adults to advise on performance levels from the 1992 National Adult Literacy Survey (NALS), and the 2003 National Assessment of Adult Literacy (NAAL).

The Final Report is due out in the Fall of this year; the differences between the Interim and Final Reports will be:
- the application of the performance levels and cut scores to the 2003 data, and
- the reporting of the percentages of adults in each level based on the 2003 results.
