Of course that is a measurement of PD, but what outcomes, and how are the outcomes interpreted by programs (see MR#5). This is especially evident in the retention standards on new students. Many programs now do not officially “enroll” learners until they participate more than 12 hours. According to this tactic, 100% of all learners will meet this standard, and there is an unrecorded loss that won’t be addressed when training educators on goal setting and barrier identification.

3. The only true measurement of PD is student outcomes. Yes, I think this is true. And before anybody jumps down my throat, let me clarify. Adult basic and literacy education is about the learners. The only way we are effective is if they are more knowledgeable, skillful, and empowered as a result of working with us. However, we need a much more complex and inclusive view of outcomes than that approved by our current accountability system.
