Adults plateau at GE 2 or 3 because they have run out of known sight words

Many would argue that the adults who plateau at this level have only learned a small amount of sight words, then when they encounter a new word, they don't know what to do with it.

This falls into a connection with the lack of phonics and decoding discussion. I wonder if there is any plausibility in limited capacity? (I don't think so.) Is it possible that the sight words they have were just overlearned, and used commonly enough that it reinforces things?

The Literacy Volunteers of America Tutor training materials include a list of the 300 (or maybe 400) most commonly used words in the English language. Does that benchmark this breaking point of 2nd or 3rd grade equivalencies? It seems like that might be right around what a second grader has achieved.
