Implication for Policy
- Either more money or fewer students to do quality work
- Allow students to choose type of classes
- In accountability, show how low ABE students who take a long time to show reading progress still progress in other areas?
- Match of background/training of these who come into ABE vs. needs of practice
- More funding for low-level students instead of the heavy reliance on volunteers to serve this population
- Assessments we use are not reliable, don’t test for different types of learners
- Administrators need to be educated about characteristics of ABE students and needs lower class size, creative delivery systems staff dev.
