Elizabeth,

In 1997 or so, the Arkansas Adult Learning Resource Center (AALRC) developed a staff development needs assessment for adult education and literacy programs in Arkansas by conducting a series of regional focus groups to brainstorm/get input re: staff development needs. It may be that this is on our website at www.aalrc.org, but our site appears to be down and I can't tell you for sure.

The suggestions were grouped into 3 areas: Personal Development, Instructional Techniques & Strategies, and Program Management & Growth. We developed a survey form with the most-requested suggestions, grouped accordingly, and sent the survey to all adult education and literacy programs in the state. From those results, we were able to schedule our staff development programs for the next three years.

We included a ranking chart to determine the most-preferred methods/formats for staff development. FYI, those methods were:

  • single workshops
  • workshop series
  • peer coaching
  • action research
  • interactive classroom/teleconference
  • conference
  • summer institute
  • university coursework
  • self-directed learning
  • videos/cassettes
  • observing other teachers
  • other (of course)

If the site continues to be unavailable, you can email me at prwhite@madisoncounty.net and I'll fax you a copy. But it's probably more effective to let your staff do the initial brainstorming. (Plus, ours is pretty outdated at this point.)

In Vermont, we just did an assessment using a free online survey www.advancedsurvey.com and it was really successful. I could email you the link for our survey if you are interested in looking at it (I think you will have to take the survey as a test run to see all of its components). It is designed as an anonymous survey, because it compiles the % of answers to give you immediate trends for each question, and while there is opportunity for narrative responses, the real value comes in the compilation of answers. By no means was it perfect -- there were problems with some of the questions (looking at it from a researchers perspective there were better ways to ask certain questions). But we were able gauge our teachers needs quite accurately from this survey and feedback gathered from it was instrumental in our planning for this year. We got almost 60% of our teacher to complete the survey, and then we coupled that with visits to most of our sites in which we conducted brainstorm sessions. We think we reached almost 100% of our teachers, managers and support staff in these two ways.

The Illinois Professional Development Service Center Network has developed an "ABE/GED Professional Development Planner" and an "ESL Professional Development Planner" based on what we call "Foundations for Effective Instruction". Both Planners can be found on www.thecenterweb.org/alrc/admin.html. The Planners include a tool for self evaluation of skills and knowledge needed for that discipline and then tools to plan and record an individual's professional development. Each Service Center also developed a listing of our workshop offerings related to those Foundations, which is not included on the web site above. Sue Barauski, Adult Learning Resource Center
