Adults plateau at GE 2 or 3... NO! The issue is measuring using grade equivalencies!

I agree that it is a problem to measure adult reading level using grade level equivalencies, especially if it comes from a test like the TABE.
I have also known many adults, entering a literacy program as non-readers, who do not ever become fluent readers. I think these are two separate questions.
