What are the numeracy and math requirements for External Diploma and other alternative competency-based adult high school diploma programs? What should they be?

Subject: EDP and high school high stakes testing
Here in Massachusetts, the alternative adult diploma and external diploma programs across the state are facing a July 2006 deadline for requiring high school high stakes testing of adult learners pursuing an alternative high school credential. When Ed Reform was passed in MA over 10 years ago, a requirement for high school graduation was the statewide testing of 10th graders in math and reading according to the MA K-12 Curriculum Frameworks effective with classes after 2003. A state adult diploma advocacy groupwas successful in getting a waiver for adult learners (generally over the age of 22) from taking MCAS (the statewide assessment) pending the development of an alternative assessment based upon MA ABE Curriculum Frameworks. This waiver is to expire at the end of this year. I'm curious as to whether other states have adult or external diploma programs and whether participants are required to take a "high stakes" test designed for K-12 high school certification. Could you describe your experience with this? I'm particularly interested in states which follow the EDP model, as that is what we use here in Boston.

There has been talk off and on about the EDP. Becky asked me about it last week. I am not high on it as it is time consuming and I prefer the GED as a competancy test. I do not see the state of Maine fooling with anoything for a couple of years. After that???

Our students in Minnesota are required to take any test that they would have been required to take for their graduation year. For Graduation year 2000 we have had the BST's (Basic Skills Tests). All students must pass a Mathematics, Reading and Writing test in order to get a diploma. All of our students regarless of age must pass these if their original graduation year is 2000 or older.
