What discourages teacher creativity?

Excessive prescription or regulation
Teaching to a test
Lack of experience in the staff -- where the staff consists of all new teachers struggling to learn the basics of teaching adults, or the content they are teaching
Excessive accountability -- too much time spent on testing, recording data, and reporting; not enough on getting to know students' goals, interests, needs, and preparing for lessons, developing curriculum, and collaborating with other teachers.
